These all came from me working on my Mame (multiple arecade machine emulator) cabinet. Which I'm still not quite finished with yet.
 I would just strip the motherboard and the PSU out of the tower so it takes up less space.
Leave a USB hookup out the back of the cabinet somewhere so you can transfer to and from the PC easily. Go buy a cheap wireless mouse/keyboard combo and hook it up inside the cabinet so you can control the computer without having to hookup any peripherals. Buy a cheap USB wireless network adapter so you can go online with it. You may not think you'd need this but it is great for downloading updates/etc. Especially if its going to be in the garage. It's really easy to look up anything on forums/google etc. when working on something. As far as your dilemma goes. I would just get a DB-15 switch like you suggested but I would try to find one that operates from a push button and wire in an additional arcade button to switch between sources.
